<div>                         This guide provides advice on how the CUS09 Music and CUF07 Screen and Media Training Packages can be used to address work health and safety and licensing requirements.            It provides an overview of key recent WorkSafe changes as they relate to the implementation of vocational education and training for the music, screen and media industries and will assist employers and registered training organisations to stay up-to-date with licensing and regulatory issues relevant to them.</div>

<div>The first round of consultation is now complete.  Stakeholders were invited to comment on the issues and recommended changes raised in the Discussion Paper posted on the IBSA website on 27 October 2011.  All responses were analysed and recommendations developed for consideration by the National Project Reference Group (NPRG), who met on the 30 April 2012.  The final interim report and recommendations are now available for download.Draft qualifications and units of competency are being developed and will be shortly available on the IBSA website for comment. This will form part of the next round of national consultation which is due to commence at the end of June and will continue to 20 July 2012. <div>IBSA welcomes Skills Australia’s latest publication, Better use of skills, better outcomes: Australian case studies, which showcases 11 organisations in industries as diverse as health, finance, resources and manufacturing who have put in place tailor made strategies to ensure that the skills and talents of their workforce are fully utilised. Skills Australia believes organisations can lift productivity by better utilising employees’ full range of capabilities.  The initiatives benefit both the business and employees themselves. Encouraging team work, frequent and open communication, and involving employees in decision making is all integral to the better use of skills and improved skills use is a very practical way to raise Australia’s economic productivity.  Skills utilisation is about how well employers harness and develop their workers’ abilities and talents to gain maximum value.  It also benefits employers directly by affecting businesses’ bottom line.Of the 11 featured organisations, all reported improved productivity and/or profits and reduced operating costs or better retention. <div>The Australia India Skill Conference: Partners for Prosperity will run in Perth on 10-11 July 2012 and is anticipated to deliver meaningful and practical outcomes for both Australia and India. The Skills Conference will focus on enhancing greater skills collaborations between our countries and will bring together business leaders to showcase the successes and opportunities of international skills partnerships. The aims of the Skills Conference include:    Fostering the formation of new skills collaborations between Australia and India     Showcasing skills training models between Australia and India     Increasing understanding about the role of government in facilitating skills collaboration.Background to the conferenceOn 8 April 2010, the Australian and Indian Education Ministers signed a Joint Ministerial Statement, reaffirming both Governments&#8217; commitment to expand collaboration in education, training and research, including agreeing to establish the Australia India Education Council (AIEC). At the inaugural AIEC meeting, held on 1 August 2011 in New Delhi, it was agreed to establish five projects, including an Australia India Skills Conference. Day One of the Skills Conference will be ‘hands on’ with presentations from Australia and Indian stakeholders, followed by small group discussions and an official dinner. Day Two includes the option of either site visits to leading Australian training Institutions and/or individual discussions with the Indian delegation members. The Indian delegation will be led by Mr Dilip Chenoy, CEO National Skill Development Corporation. <div>                         The Innovator Recognition Program (IRP) has been jointly developed by IBSA and the Hargraves Institute and is currently being piloted by a number of enterprises.            What is The Innovator Recognition Program (IRP)?            This exciting new program was jointly developed by IBSA and the Hargraves Institute to provide the mechanism to both recognise and to develop employees’ innovation skills as a way of optimising an organisation’s innovation system. It recognises innovators at different levels and provides a clear pathway through work-based evidence and nationally accredited VET training programs delivered through Innovation Ready RTOs.            The Hargraves Institute is a member-based organisation that promotes shared knowledge amongst its members, providing a unique community of major enterprises to share knowledge, wisdom and experience in a non-competitive environment for the purpose of growth and development.             The Hargraves Institute newsletter recently featured the program looking to Idea &amp; Innovation Catalysts within their member organisations to take part in the exclusive enterprise pilot.For more detailed information about the IRP, how it works, how an RTO can get involved, read the IRP program brochure.</div>

<div>The new Library, Information and Cultural Services Training Package was officially launched on 29 March 2012 at the National Portrait Gallery by Board Director and Cultural Sector Advisory Committee member, Brian Kerwood.  Many of the SAC members were able to celebrate with IBSA the culmination of the training package project undertaken to provide the appropriate skills for those working in galleries, libraries, archives, records and museums.   Launching the new Training Package Brian Kerwood pointed to the significant technological advances that underpinned the project, including sector convergence with IT programming and the digitisation of collections, making it necessary to ensure that the skills and knowledge within the package were current and relevant for those entering and working in this complex digital information world.With IBSA General Manager Rosalie Staggard as MC, the guest speakers came from key industry sectors:  Janetta Mascilongo Director Professional Services at the Australian Library and Information Association highlighted what the new training package will mean for the industry, Bernice Murphy National Director Museums Australia spoke about VET qualifications and the Museum industry, and Graham Oades CEO Service Skills SA spoke about IBSA’s workforce development project undertaken in the cultural industries.  IBSA was commended on undertaking the timely improvements to the training package and the speakers looked forward to positive feedback from their stakeholders.In acknowledging the support of a broad range of library, museum and information services stakeholders, Brian Kerwood also thanked the key contributors, Angela Murray and Graham Oades as well as Industry Manager Linda Arnold, and highlighted that IBSA is proud to set an industry benchmark with the new Library, Information and Cultural Services Training Package. While these questions look fairly straightforward the answers, when considered carefully, will establish a sound base for the evidence required for a viable NWDF application. This will form part of the next round of national consultation which is due to commence at the end of May 2012 through to 30 June 2012. <div>                         Australian Government Minister for Skills, Senator Chris Evans, recently announced that applications for the National Focus categories of the Australian Training Awards are now open.            The National Focus categories of the Australian Training Awards recognise the outstanding contributions made by individuals, schools, businesses and organisations towards the attainment of Australia’s national vocational education and training (VET) system priorities.                         The National Focus categories for 2012 are:    Australian Apprenticeships &#8211;  Employer Award     School Pathways to VET Award     Community Pathways to VET Award     Skills for Sustainability – Educational Institution Award     Leadership in Quality AwardApplications for these awards are made directly to the Australian Training Awards and close on Thursday 31 May 2012. <div>Drafts available for feedbackDraft material for the Foundation Skills Training Package is now available for public feedback. The drafts include:    a bank of 45 foundation skills units that are designed to be used in conjunction with vocational qualifications at all AQF levels to support the achievement of vocational competency    Skill Sets that combine a number of foundation skills units for specific vocational purposes    three (3) preparatory qualifications at AQF levels 1 and 2 that are designed to support vocational pathways.Stakeholders should note that the Foundation Skills Training Package is being developed in line with new national requirements for streamlined training packages. As a result the units developed for the FSTP look different from those contained in existing training packages. In future all training packages will be developed in the streamlined format. Under the streamlined model units of competency are now in two parts:    unit of competency – application, elements, performance criteria, foundation skills and range of conditions    assessment requirements – assessment evidence: performance evidence, knowledge evidence and assessment conditions.Purpose and design of the bank unitsThe purpose of the bank units is to support the development of the underpinning foundation skills that enable the achievement of vocational competency. The units are designed to be used in conjunction with vocational units from other training packages, or to be contextualised for a specific vocational purpose. For example, learners undertaking the vocational unit BSBADM502B Manage meetings from the Business Services Training Package may need to build their oral communication to achieve vocational competency. The proposed FSTP bank unit Use oral communication skills to facilitate complex work meetings could be used to develop the oral communication skills required by the BSB unit.The bank units are short and specific so that they can be contextualised for a range of vocational areas. They are also intended to be assessed holistically with the vocational units they support. Bank units describe foundation skills at a range of skill levels from basic to advanced in line with the five levels of the Australian Core Skills Framework (ACSF).Purpose and design of the skill setsThe FSTP currently contains two Skill Sets, however it is anticipated that training package users and developers may use foundation skills units in combination with vocational units to create further Skill Sets for specific vocational purposes.    The Foundation Skills for Transition to a Supervisor Skill Set contains foundation skills units in reading, writing and oral communication designed to support achievement of the unit BSBMGT401A Show leadership in the workplace.    The Foundation Skills for Vocational Training at Diploma Level and Above Skill Set contains foundation skills units in learning, readying, writing, digital literacy and numeracy designed to support achievement of BSBRES401A Analyse and present research information.Purpose and design of the qualificationsThe purpose of the qualifications is to provide the foundation skills required for entry into vocational training pathways. They will primarily be used by individuals outside of employment and by existing workers who need extensive foundation skills development to be able to engage with vocational training at Certificate III.The qualifications are designed as learning pathways rather than to provide specific occupational outcomes. They will provide enabling or preparatory pathways for young people, adults without post-compulsory qualifications and those who have had a long break from formal education or training.    The Certificate I in Access to vocational pathways is intended to provide a vocational learning pathway at ACSF level 1 for individuals with significant foundation skills support needs    The Certificate I in Vocational preparation and pathways contains core units at ACSF level 2 and is intended to prepare learners for vocational pathway qualifications or further foundation skills development    The Certificate II in Preparation for work and vocational pathways is intended to prepare individuals for workforce entry or vocational training pathways.Providing feedbackIBSA is seeking feedback from potential users of the Foundation Skills Training Package. We would value feedback on:    suitability of the bank units and skill sets for use in your industry and/or vocational delivery context    suitability of the qualifications for use as pathways to vocational training    suitability of the qualifications, skill sets and bank units for building foundation skills    coverage of the qualifications, skill sets and bank units    content of the qualifications, skill sets and units    design principles, in particular the value of the Foundation Skills section of the streamlined units of competency    Australian Core Skills Framework levels    proposed titles of the qualifications, skill sets and units.Feedback on the drafts can be provided via IBSA’s Feedback Hub or by email to Anita Roberts anita@ibsa.org.au until Friday 18th May 2012.Click here to access the draft material on the Feedback Hub.</div>

<div>The development of the Vocational Graduate Certificate in ICT Education is now well underway with initial consultations completed, wiki discussions on-going and the second NPRG meeting held on 30 March 2012.Face-to-face consultation workshops will be held in Melbourne, Sydney and Adelaide in April 2012. Details of times, dates and venues follow. Please register via this online form. A reminder email will be sent confirming your registration a few days before the event registrations.Please note that this qualification and units of competency will in due course be included in the TAE10 Training Package.An interim report that was provided to the NPRG for this project can be accessed here. The draft qualification and units of competency will be available at the workshops and on the IBSA Feedback Hub by the 17 April 2012 for feedback and discussion during the consultation workshops.The initial Discussion Paper that was prepared to support this development process can be accessed here. <div>                         Do you know someone in the Vocational Education and Training (VET) sector who has an established history of distinguished service and has made a lasting contribution to VET practice, someone who is generally acknowledged as having reached the pinnacle of their profession or industry?             IBSA would like to encourage you to nominate that person for the pre-eminent award for the VET sector – the Lifetime Achievement Award.            Presented for the first time to Stella Axarlis AM in 2011, the Lifetime Achievement Award in 2012 will again acknowledge an outstanding individual who has made a fundamental and lasting contribution to VET.                         The Award will be presented at the  Australian Training Awards on Friday, 16 November 2012 in Melbourne.
